The general picture
Albany is a small city (population about 100,000) with the usual mid-sized American mix: safe downtown and residential neighborhoods, a few blocks with elevated property crime, and pockets where you would not walk at 2am. Violent crime rarely touches visitors. The main things that happen to tourists are car break-ins in unlit lots and phone-snatchings at ATMs. Cover both with normal precautions.
Where to walk without worry
Center Square, Washington Park (until dusk), State Street downtown, Lark Street, and the Empire State Plaza concourse are all fine day and evening. The Corning Preserve boardwalk along the Hudson is safe during daylight and event evenings; less so late at night when it empties. Lark Street after 11pm on weekends is loud but well-populated and fine.
Where to be more careful
Arbor Hill and parts of West Hill have higher crime rates and no visitor reason to be there. Central Avenue west of Manning after dark: fine if you know where you are going, uninteresting if you don’t. Parking garages after midnight: take the stairs with someone or wait for the elevator crowd. Rideshare after 11pm is worth the $12 to avoid empty streets.
