Who it suits
Watervliet is the narrow strip of city between the Hudson and Menands, best known for the Watervliet Arsenal (still an active US Army manufacturing facility) and the Shaker Heritage Site nearby. Rentals on 19th, 20th, and 21st Streets are cheap and put you 5 minutes from Troy across the Congress Street Bridge and 10 from Downtown Albany. It suits contractors and civilian workers at the Arsenal, budget travelers who plan to drive everywhere, and anyone splitting time between Albany and Troy who wants to sit exactly in the middle.
Who it doesn’t suit
Watervliet has minimal walkable dining — a couple of pizzerias and diners on 19th Street, and that is essentially it. There are no hotels of note; you are renting a room in someone's house. Nothing about the streetscape is scenic; it is a small, quiet, working-class city. Skip Watervliet if you want any resemblance of a tourist experience. For a similar price, Troy's Downtown rentals give you a real restaurant walk and better architecture.

Menands has actual chain hotels with breakfast, gyms, and free parking. Watervliet only makes sense if you specifically want to be near Troy and the Arsenal.
